Oda really can't seem to find better way of stalling Big Mom than pointless chases and very repetitive and short skirmishes that do nothing but pushing her back or stalling her.
That says something about the limits of his writing.

Big Mom should have come to Wano by the end of it in order to sink the remnants of the Beasts Pirates with a big storm, mirroring the mongol's final defeat in 1281 when they ultimately failed to conquer Japan (the moment that gave birth to the concept of "kamikaze"). It is clear that Oda has problems handling such powerhouse in the arc.
