I wouldn't say for sure. We are missing a lot of context since we read english translations, which miss a lot of the nuance that is lost from the original Japanese texts.

We know Kaido and Meme haven't met in decades. When WB and Shanks met, Whitebeard asked Shanks who he lost his arm to, so that means those two probably haven't met in a decade or so.
There is precedent that the Yonko themselves don't clash as much as previously thought and it is their forces that clash.
