Kizaru is a top tier and has had his DF for decades. Do you really think he is so inexperienced that he wouldn’t be able to control the amount of damage he did? He caused all that destruction because he didn’t really care about it. It’s not like he can just go around saying “Yeah I don’t care about protecting innocent lives or minimizing damage to the town”. Heck, he was kicking the Supernova through buildings later on instead of just shooting lasers through them, which would be less destructive. Also, Aokiji was so careless with his ability at PH that he froze the legs of some innocent Marines without even caring about it
