I'm pretty sure the whole Queen bounty scene has been debated back and worth for a while now but I'm just gonna bring my two cents into it.
I think it's blatantly clear Queen thinks that Sanji and Zoro are the 2 best combatants after Luffy (He'd be correct in that assumption). I think it's quite silly to think Queen talked about Jinbei offscreen and he meant to say Jinbei and Zoro then mentioned Sanji because he used the word "But/Yet/However" etc. To me that's just Queen thinking a bit harder over the revelation that Sanji is Germa and it resonating with him.
Now as to who Queen thinks is the 2nd and 3rd, that's just Oda trolling the fanbase and keeping it ambiguous.
This is my headcanon but I founding it on a logical basis, but if Queen hasn't really fought either of them and all he has to gauge are bounties (also considering the fact that he's a Germa fanboy) I think Queen thinks Sanji is 2nd and Zoro 3rd

and I again will say it, the wank is well deserved... its the only arc where oden will be highlighted... if not now where oda excessively use it, then when?
If oda doesn't mention Oden name every now and then here to wank him, the whole history behind this war will feel weak as well... He has to keep repeating the name Oden cause this is the MOST important behind the war... he has to keep saying it over and over and over.. because if not, Oden would become a minor character for this arc, and would become forgettable

Zoro has passed out after fights lile with mr 1 and at least that one was SOLELY due to what mr 1 did not him being starving stop chatting shit.
