From Queen's perspective, there's an entire army attacking Onigashima. It's not as if he's thinking the enemy is just the Straw Hats specifically. Seems a lil' too convenient he just pulls out posters of only the Straw Hats and is referring to just the Straw Hats with his "second and third strongest" speculation. On re-read, it seems like he's trying to evaluate all the possible threats and the bounty posters might contain other members of the alliance as a whole. And Zoro/Sanji are in the running for that even with Kid/Law in the mix. Doesn't mean they are actually the #2/#3, but Queen is just speculating and trying to deduce who is.

Theyre talking about SHs, not alliance. If they talked about Allaince members than that wouldve been Law and Kidd not Drake.

And you need to add the transaltion with the pics to understand what is going. When mentioning 2s and 3s hes looking at Sanji and Zoro. Not just looking at a wall or something.

So understanding that Queen was looking at Sanji when talking abouts 2s and 3s, and then not separting him by using a sentence that makes him different to the matter. For example "But the fact they have"....
