How would they know if Kaido can't operate in the water? We have Seakings that size of Islands and likely bigger. He needs to be able to operate in water for that statment to make any sense.

They can know the strength of some creatures even if kaido can't fight them underwater. Kaido is likely stronger than a single sea king.

If I can make a stupid comparison (sorry in advance lol) : I can say that a Lion is stronger than some fish even if they never fight each other.

Kidd has always merely been hyped for his cruelty which automatically raised his bounty which is almost irrelevant to power levels. I don't recall a single time Kidd would show a top feat as a Supernova. Luffy, Zoro and Law always demonstrated to possess the most hax and power amongst all supernova.

Heck even Apoo is showing that he is a great candidate for 4th, Kidd ranks 5 right now lol. At least until he proves differently.
