Mihawk casually fences with Vista while thinking about Luffy, and nothing on him, not even a scratch, while Aokiji got a bloody lip when distracted, Jozu lost an arm, Marco was shot with lasers
Mihawk retreats from the battle cause Sengoku orders them to get out of there
Mihawk does not have the desire to one shot him. It is literally a part of his character, he uses as much power as he deems fit.
Mihawk didn't want to even one shot Krieg when Krieg attacked him
