If Who’s Who was a level 6 prisoner, that’s a lot of hype for him. Timeline wise, it could fit. The F6 are depicted as newbie upstarts on the Beast Pirates. If Who’s Who was a rising star that got locked up, then he should be able to reform a pirate crew in a short time, then get recruited by Kaido.

I don’t think he’s a notable character we once knew. Jinbe’s time as a warlord wasn’t explored much, so this might be a way to provide context to those days.

I voted Marine/Cipher Pol for a few reasons.

1 - Him seeing Jimbei when he was a Shichibukai could mean he was in MG
2 - Who's Who was very aggressive in his pursuit of Drake, the only other informant. What better way to prove your loyalty on the cusp of potentially gaining a higher rank then outing and taking out a traitor.
3 - The mask and the refusal to remove it is obviously suspicious. I dont think he's anyone we know so him being a secret agent is possible.
4 - It would be weird if Drake was the first or only double agent placed in a Yonko's crew. Who's Who being a long time snitch is more likely imo
5 - His df is like super tailor made to join this crew. Like he was given a Sabertooth tiger DF and formed a feline crew in anticipation of seamlessly merging with the Beast pirates (This one might be a stretch but still)
6 - Oda's mentioned betrayal a few times in this Saga. I still expect a there might be more coming
7 - It would be the most interesting plot thread of the choices lol

He's a veteran CP0 member. The guy on the left. He was CP9 member in Robin's flashback along with the blonde dude (Kalifa's father from SBS) He saw Jinbe in Marijoa when Jinbe gets summoned by WG




I also went back to check both ANIME color scheme and Volume 97, and the hair color for both resemble each other or VERY CLOSE if not the same.








Few notable Notes:
- Why did he not help Drake?
First of all, we don't know if he knows Drake works for Marine to begin with... Secondly, Cipher Pol agents are KNOWN for priorotizing their job and mission over saving someone... He will surely maintain his cover in that scene.

- We know Cipher Pol are involved in this arc, so that's something to consider too...

- We know that Cipher Pol ALSO planted Stussy as a spy for Big Mom... She was among the "emperors of the underworld", and let's all be honest, their introduction kinda felt the same as Tobi Roppo introduction arriving late to the game... And so far, Oda is making Kaido and BM have so many similarities and matchings and just mirroring each others

- When Queen was questioning drake "I can't believe someone like you made it this high in the rank"... the panel drawn on that speech bubble was Who's who "silently watching" with dust behind in the air.... kinda giving the vibe that he's ALSO in on something and made it this high for personal agenda... also hinting a spy actions from him.

- The flashback of Nico Robin was 22 years ago, Who's who is 38 years old, that means he was 16 years old, how? he doesn't look 16 there!
Well, we gotta first understand that Oda sometimes makes small mistakes with ages... last notable one is Pudding when he was about to make Sanji a pedophile LOL... and got corrected... Secondly, EVEN if that is not a mistake and who's who age should be older, still it can work with the bizarreness of One Piece, where somehow Jack was viewed among the calamities at age of 8 years old, and looked BUFFED TOO... that's the easiest example I can give. Cause, hey, I still can't believe Jack is 28 years old now, I feel that's a mistake in some way. In other words, One piece design, age and everything can actually give you bizzare feeling. A series where a child is BIGGER than the mother... how the hell can Shirahoshi come OUT from Otohime! Can someone explain that to me? LMAO
