Ofcourse he was, Kaido looks like one. You have to realize Oda been knew Kaido was going to be apart of Japanese theme arc. Basically 90% of Wano is lore about Yokais, momotaro, dragons, samurais, myths. Japanese people already know of the koi fish lore so this makes perfect sense to them. People like us, we probably saying wtf

I guess this is a response for the talk going on in the fanbase who recently were arguing the filler battles we are seeing in anime to not be taken as canon
And there must be something important that will be added in the Oden flashback action
