I dont know If only me see Kaidos Df this way, but i think im right.
Kaido is a Dragon and only a Dragon, he isnt and never was a fish.
His DF is the fish of the legend already in its Dragon form. SO the Fruit says fish only because It WAS a fish First than anything.
BUT, BUT....since It was a fish , more than sure , Its dragon form can breath under water.
So in the end, the fish Fruit is more hype for kaido, that more than dragon abilities have fish abilities as Well.
