I personally expect Act 3 to end at chapter 1002. I can think of two scenarios about how it could end.

1. The Rocks flashback is long. Like 2-3 chapters long and 1002 ends with the flashback ending, Luffy arriving at the roof and seeing most of the scabbards either dead or at least heavily injured. That is the tragedy.
2. The Rocks flashback is short and ends next chapter only, with Luffy arriving at the roof.
