Marco and Jinbei are old and aren't part of the new gen and Yamato may be one of the 9 shadows still and even if she isn't, she isn't a pirate (yet)

Why does it matter if Killer is there or not, or Sanji is there, or Zoro is there or not? They are all underling pirates of captain Kidd and captain Luffy. The captains determines everything, Killer doesn't decide anything, nor Zoro, nor Sanji.

Kidd, Law and Luffy are the only important pirates there, the rest is almost irrelevant.

We are talking about strength here. Being in the worstgen doesn't make you magically stronger.

Lol this is literally against the narrative of what Oda is pushing. Also decision making has nothing to do with it

Oden says the strongest among the new gen will arrive and will take down Kaido. That's clearly the 5 Supernovas in the double spread.

We don't put Killer higher then Sanji because he is on the Roof & Sanji isn't
We put Killer higher than Sanji because he is New Generation on The Roof & not Sanji

Marco & Jinbe are Veterans, they don't matter here (Marco himself said that he doesn't want to go to the roof & let New Gen handle this)
Yamato isn't even a Pirate & not famous at all, she is just a strong individual who can't leave her home
But Sanji is a New Era Famous Pirate, if he isn't on the roof than it's set, Oda decided Killer is better suited, as simple as that

Drake on the other hand didn't want to reveal his True Goal & Motives & he is basically a Marine & only recently left Beasts Pirates, he also doesn't apply here

This is the reason Oda didn't make Sanji a member of Worst Generation, people just can't admit it
