I had totally missed this.

Portrayal suggests that Sabo should stand around YC1 level since the Revos have pretty much been portrayed as a top force in the series and Dragon himself is abudantly speculated to stand on yonko level (at least).

If we add Sabo's mastery over the Mera, I can totally see him standing on Marco's level and no more on King's, even though the notion of Marco > King is yet not 100% confirmed.
