I dont see him tied up there, do you? We dont know how he ignites it, but for sure is not by sheer will. There is no haki that produces flames and he certainly has no DF. Meaning he needs friction in order to do soo, just like Luffy's red hawk where his punch goes soo fast it catches fire through friction.
