I get that... but truly... Oda I swear to you that he was afraid from Law fandom at one point... so he decided to completely overshadow him by Luffy in Dressrosa at the end... and then WCI came, and then Wano... and Law literally have smaller roles while Luffy is taking BIG jumps
hell, it's to a point that Luffy now orders Law and Law obeys LOL

Yeah It is possible, But you have to keep in mind Law isn't like a main character or anything. So Oda can do that.

How did gedatsu end up third

The 'hot' rankings aren't total votes, as explained by Greg:

What they actually are, are characters who during a 24hr period have seen a significant amount of voting activity compared to the previous day. So do not confuse them for simply the top three.

So for example if Gedatsu had 0 votes yesterday, but then 100 votes the next day, the % increase can put him into the top 3, something along those lines.
