If you look it from Usopp's pov And reading the speech from Tcb ,I don't have a negative view of the speech itself,but I didn't like the visuals. Oda wanted to highlight the trait of coward that Usopp has and stepping up against the left hand of the PK,but he went too far with the trembling...
