Dragon was Marine Fodder and now is supposedly one of the strongest characters in the verse. Coby was also fodder but his glow up imo isn't as great as Dragons in the moment. But coby is still in his glow up so that might change soon.

Not only that, but he might have the most potent ACoC so far since his Yoru is a Blackblade. It wouldn't make any sense if Zoro has ACoC but his main goal doesn't have it. From this point of the story the opponents will all either have ACoC or require ACoC to be defeated. BTW where's @Rootbeer...
