Looking at the raws, Gaban and Shanks weren't struggling at all. Seemingly just unable to stop Harald kill the soldiers.
HK Harald isn't on the same lvl as Domi Xebec. And it seems Harald let Loki finish him off, so at least there is no power lvl upscale now
