It was IJ; two chapters ago Sanji used IJ on Killingham, and his leg had exactly that same star shape. I believe it's a stylistic device Oda uses to show that the attack is powerfully hot.

In Wano, IJ was a blue flame with small sparks of plasma.
Then, at the beginning of Elbaf, IJ looked much more shimmering and the plasma sparks much thicker and larger.
