Wouldn't say "Imu isn't really evil". He destroyed Lulusia just to test out the Ancient Weapon. He didn't care about the casualties. He is not that attached to the importance of other's lives. However, he did not display any sadistic tendencies like Sommers so far.

Kaido was not sitting 20 years on Wano. When Ace visited Onigashima, he couldn't find Kaido because he was on expeditions. Therefore it's obvious that Kaido wasn't staying there all the time
