You literally listed 4 people who became Kages and Might Guy who was on their level. The Average Jonin are People like Raido, Genma, and Kurenai. Even Asuma was considered to be above average for a Jonin.

Who is Stronger the Average Vice Admiral in One Piece. Or the Average Jonin in Naruto. Think Vice Admirals like Momonga, Doberman, and Strawberry. And Jonins like Raido and Genma.

If a Zoan type User Awakens their Devil Fruit they should be able to talk to and command the animal they turn into. Like Rob Lucci with Leopards. Ancient and Mythical Zoans wouldn't be overpowered because there are so few Prehistoric animals like Mammoths and Dinosaurs.
