The monster trio is a dynamic that Oda still treats sacred today. He’s not gonna suddenly make it the monster quartet.

Again Gaban specifies CoC is so important in the upcoming battle precisely due to the oppositions immortality. Dorry/Broggy might not have immortality at all, making Zoro/Sanji CoC awakening narratively incongruent if they unlock it against opponents that don't possess immortality.

I’m not resistant to the idea that HK Harald was possibly diminished against Loki due to CoC attacks from Gaban and Shanks. I think the shift in his style is not to my personal taste and is missing elements of what made me attached to this story in the first place, though I do understand why he felt like he needed to change the trajectory of the narrative going forward.
