The point is he has something else in his arsenal he can use to make him stronger. Hence someone (Kaku) using a fighting style that uses a large amount of swordsmanship would be stronger than a simple physical test would imply.

There is no implication that it measured Kaku's blade especially when Spandam implied he can compensate for his low 9 douriki with his special sword (the elephant one). Douriki does what its supposed to, measure physical strength/rokushiki ability. Not every weapon at your disposal. Also Kaku...

Well you are also seeing that the rokushiki test can't measure everything in your arsenal, although the shigan you pointed out and also the slicing rankyaku's are also rokushiki abilities so their effectiveness is likely measured in douriki. Honestly I'm not sure Oda gave it THAT much thought...
