People are wrongly associating kingly ambitions with COC. It's not that only the people with kingly ambitions get COC; it's that the people who're born with COC tend to have kingly ambitions. Rayleigh would've been a nobody if he never met Roger. He had no kingly ambitions but he was born with the qualities of a king. So Sanji's dream won't ever stop him from having COC.

It could be the climax of Sanji/Judge storyline.

Judge is hyper focused on getting Germa back to their status when they took over the north blue. Ancestors definitely CoC users.

Judge destroyed his family in pursuit of that goal. Made his children monsters. Theirs an irony to his failure becoming exactly what he wanted.

Also in Judges first scene with Sanji there’s a comment that he’s surprised Sanji can even use Haki. Sanji getting Coc would connect back to that nicely

Are you sure that Sanji vs Queen wasn't the resolution of that plot line?

He probably won't get it in Wano (probably Oda wants to make Zoro's getting COC something special)
But he might get it down the line when Germa, Vegapank and Mads are brought up again
But all this could be wrong and he will get it in the next chapter, who knows....
