Mihawk by portrayal is extremely close or equal to Ryuma, or even above. I have no doubt that anyone called a "god" like Sun God, Warrior God, Sword God and etc are stronger than mere Emperor like Kaido. Akainu and Dragon seem to be opponents in the final war. I see them equal.
