Eh white's case is unique as the hollow was like an asuachi itself and built like an inbuilt zanpakuto. White was basically hollowfied asauchi. Hitsugaya didn't had a asauchi to imprint on in the first place.

You need asuchi blade to imprint your soul to create your zanpakuto spirit which toshiro never had at that point.

How could Hyorinmaru spirit appear to Toshiro even though toshiro didn't have a zanpakuto/Asauchi? Was this ever explained?
