There are 7 HKs logically speaking given 13 refers to both gorosei and Hks imo. Sommers is a fodder to top tiers and so is gunko imo. Killingham does have a broken ability I will give him that. Hks on average are high commander level.

Logia DFs were strongest type in pre skip. In post skip mythical zoans are hyped as strongest.
