Oda gave the time travel fruit to a woman who: jumped forward in time, got pregnant, sang a dumb song to scare Orochi, and died an avoidable death. I doubt Rouge will get any positive showcasing. As for the Portgas, they'll simply be an important D. family during the void, no more, no less.

Kuma should've died last arc.
But he didn't; he missed his chance for a great exit, meaning that Oda will keep him around for the EOS, instead of feeding him to some caricature of a villain like Sommers.
Plus, it was said that Xebec broke several world taboos, and so far we've only seen him enter IMU's room. He must've done something else for that early description to apply, unless Oda ends up retconning it, or by saying that him wanting to enact Davy's will is itself a taboo.
Honestly, a Gintama sequel/modern reboot wouldn't even be such a bad idea.
