Based on what we saw in Skypiea, yeah. Most of the environment shrugged off lightning. Only the Maxim-buffed attack at the end erased part of island which wasnt earth based while Upper Yard tanked quite well all of it...

Where do you find the word "strongest" in anyone's reaction to Imu's haki? Is this strongest haki in the room with us? Imu's performance is only judged when he fights in person so whatever you saw before 2 chapters ago, you can write it off. And he has done nothing to even remotely be put above...

I think it is normal effect of lightning attacks. Their destruction is not among the best out there. The environment simply conducts them.

I think he heard stories of Niddhog from the first world, from someone who passed down the info to him in 2nd world.
