I think Sanji's level will be a a little below Admiral level. Considering how Luffy vs Kizaru went (with no clear winner between them imho), I guess Sanji will be a serious menace to admirals. Luffy will be obviously on an upper tier for obvious reasons.

Struggling against an opponent than win it's the most satisfying way. Plus it will be the first time that Sanji goes against an "immortal" opponent and all these L that Sommers took really made a lot of people underestimate his power.
