It's probably like stamina and to balance the story. If you couldn't run out of haki why wouldn't characters just keep try to release as much haki as they possibly can all the time? It'd be dumb not to just stay in full body coa all the time or have coo on all the time.

Zoro had the same bruises before he even stated fighting lucci. He has the same bruises when he pushed luffy out of the building before he ever fought him. It's implied Lucci didn't touch him especially seeing how easily zoro dodged through his attack and blitzed him.

Oda doesn't kill unless for impact. Killing Lucci doesn't have a impact and would just get rid of a fan favorite villain. If zoro used asura it just would have koed lucci.
