There are thousands of speed feat contradictions in One Piece, I would go on for days if I listed every single contradiction. Btw Kakashi's raikiri is named after him cutting lightning, and that's a staple move he's had since part 1.

If you're going to gas bs One Piece speed feats, then Haku was already lightspeed in the beginning of part 1.

Kishi is a lot more consistent. One Piece speed feats are not to be taken seriously for the most part, it's as good as a gag comic.

That's part of reaction speed, striking speed is baked closely with reactions. Reaction speed isn't about mental reactions, it's about your body being able to react. Travel speed/Mobility is an entirely different thing. Jimbei was nowhere near as mobile as WsW.
