There´s no way the guy supposed to be the final villain alongside imu or maybe akainu supposed to have weak/average haki, the way i see it each one of luffy´s next major villains gonna have all 3 advanced types of haki otherwise it wouldn´t be fun/interesting, especially akainu, dude must be a haki monster.

Man with ambition to be pirate king and whose will is so strong that he killed the member of a yonko crew just to get an specific devil fruit not having Coc would be strange.
With reality warping, darkness and quake fruit oda would have a VERY hard time to explain his loss to luffy without some deus ex machina asspull favoring luffy.

After Croc (who absurdly does not have it), Blackbeard represents the very closest definition of a conqueror. His affairs with the WB pirates clearly showed why it is dangerous to have multiple conqueror's on one ship. It might go well, see the strawhats where the additional one chooses to put his own agenda below the captain's. But it also might go wrong, see WB-BB and probably among the Rocks (i assume at least one the members betrayed him during the battle and stole their porneglyphs).
So yeah, BB will very likely have powerful af haki.

Luffy will not lose gomu gomu (that is what he calls, so I also roll with gomu gomu). Unless there is some plot twist, it is hard to imagine Luffy fighting without saying 'gomu gomu'
