After Vegapunk's message is broadcasted and everyone has learned of what he has to say, the World Government is going to be looked at like it's an evil organization by many countries/kingdoms. The notorious Cross Guild is already known to be making bounty posters of people in the World Government. Everyone who has supported it will be considered heroes, and they will gain more fame and support from kingdoms/countries they couldn't before. Crocodile will certainly exploit that.

Dragon will fight with the Gorosei in the future, however Mihawk is destined for better things,....like going for One Piece, and Mihawk is the strongest in the Cross Guild, he will have the responsibility of facing the strongest rivals, like the other Yonkos.

also saying dragon is the gorosei's rival is no more valid than saying he is the rival of imu, like, there hasnt been any kind of equivalency or direct connection made between him and any specific group of individuals except, like, maybe the holy knights since he was the first to introduce them, but thats still not a strong link
