Since when? Kizarus only claim to fame is speed while AKainus is attack power and they get argued to be Top Tiers all the fucking time.
Kaido and Big Mom both got hyped for their insane durability and being oh so tough. Not their "combat skills" or some shit.
And well, you know how Gorosei haters used to edit in five Kaidos instead of the Gorosei to push the Agenda that they were oh so much weaker than the Yonko and lacked "aura" as if that shit matters in any regard?
If you put Topman in Kaidos spot on the rooftop Luffy would be dead right now straight up. Because he is better at Kaidos main claim to fame while also being immortal as a side hax on top.
Topman as shown in the last and current chapter, is more durable than Kaido by a CONSIDERABLE margin. Luffy made Kaido dodge his attacks in base, much less Gear 5. Meanwhile a version of Luffy that by all logic should be stronger than the one Kaido fought fucks up his hand when attacking Topman in Gear 5. Not via using some sort of move to counter by the way but JUST via tanking the hit.
And perhaps worst of all, Topman is doing all of this in BEAST mode. Not Hybrid, which he will probably not even use in Egghead and instead save for the final arc!
Topman could have less skill than pre-time skip Coby he would still be a top tier if he can fuck up other top tiers just via tanking their attacks. Straight up, if a paticular stat is strong enough? That DOES make you a top tier.
You do not need to be balanced or skillfull to be called a top tier. Not that I would even agree the Gorosei are unskilled in the first place, but even if hey were who gives a fuck if they got the hax to pay the bills anyway?

Even if his attack power is barely YC1 level, as long as he is as durable as he is combined with immortality hax that already should be enough on its own to win.
Like, YC1 and even below characters have been shown fighting Admirals and Yonkos and harming them just fine. If you give somebody like Jozu immortality (to use a character with strong durability to make the comparison easier) how is he NOT beating Top Tiers via just immortality and durability for example?

I said Stats "Alone", meaning Very Poor or No Fighting Style
Imagine Pre-TS Lucci for example, He had Doriki much Higher than Rest of CP-9
Would He be able to beat any of them if He didn't know how to Use any Rokushiki Technique?
What would be the Point of having Higher Stats if you can't Properly Benefit from them
Or imagine someone having a Small Gun & can Snipe a Fly against someone with a Bazooka but can't even Hit a Sleeping Elephant, you will say that the guy with Bigger Weapon Wins? Ofc not
Same for DF Users, Momo have Very Powerful Mythical Zoan, does that mean He is now Higher Level than anyone who is Physically Weaker than Azure Dragon or have Less Firepower? Ofc not
Stats are the Ingredients, your Fighting Style is how you Cook
It doesn't matter if you have Superior Ingredients than your Opponent but your Cooking is Trash compared to his, you'd Lose
Top Tier have Top Ingredients & also Top Fighting Styles/Skills
Gorosei for now have Peak Top Tier Stats, but They haven't shown any Fighting Skills above Brook for example
If you remove their Defense (Cuz for now it's a Mystery how it works)
They'd get Little Oars Jr. Treatment by like +10 Characters who are Present in Egghead
Wait till their Defense is Down, and then We will see if They are Truly Skilled or Not

If it's true i have no reason to feel sad.
I see this is an absolute win that it is a person who is out of the world jurisdiction who could be above the World strongest of these world Kaido.
