The only time Shiryu was closest to Admiral level was before timeskip in Impel Down. Both Shiryu and Magellan > YC1 they were pretty close to Admiral level

Admirals are just a desparate group that are far weaker than any yonko or gorosei ( zoro clashed with the strongest of both nusjuro and kaido). shiryu represent the strongest element the void which is also a non element explaining why its ranked paramecia. Any Character Know so far that represent void are the strongest of their verse. there is nothing more powerfull and axe than kamui or domain expansion and its the type of power shiryu will have once awaken. He is clear of the admirals.
