They might be in the PT/Zodiacs' level (probably top PT/Zodiac, thus being capable of beating any of them), but Razor is stronger than Bisky IMO. Bisky's hatsus are support abilites, so she's behind Razor in terms of actual combat capabilities (she might be a more skilled nen user, but she has a disadvantage in terms of resources, unless she has an unknown combat ability yet to be revealed).

Considering that, I think that Bisky would lose against most of the top PT/Zodiacs and beat the average and weaker ones, and Razor would win against anyone bar Chrollo (and maybe Hisoka and Uvogin).

B Tier: Franklin, Matchi, Base Gon and Killua, Knucle, Morel, Gotoh, Most Zodiacs

Biscuit > every Zodiac bar Ging and Botobai

50+ years old and extremely experienced, reached ultimate in her nen category, only character other than Netero and the Guards to get a 5/5 in physical ability.

Razor is trickier. He definitely felt stronger than the troupe members he came across. I'd have him about the same as Illumi so below Hisoka/Biscuit

Suprised you bring her being ultimate up when you wank off Morel and he's only great in his nen category.

And Morel is 4 ranks down. What point are you trying to make ?

Genius means Chrollo has nearly mastered his category. Morel is still on beginner stages whilst being in his 50s lol.

Because Morel's ability involves just as much transmutation and emission as it does manipulation.
Razor is in the same boat as him.
It's about how close to having maxed out your natural nen affinity you are not a strict power level rating

Yh and Morel isnt anywhere close. Or is Biscuit maxing out her Nen category irrelevant...who knows. You cant really use one argument to defend one character whilst also using another to hype a character up. Its either impressive or not.
