Oda's pretty consistent with kids who are trained by greats becoming problems fairly fast: Sabo, Ace, Luffy; Shanks; King.
Will power pretty much is Haki in this series. Tama survived her parent's deaths, a mass starvation campaign (while giving her birthday meal to Luffy), a Kaido attack that knocked out Speed, a strike from Ulti, and Onigashima. She went there ON HER OWN.
Tama has the inherited Will of Ace, Luffy's approval as a future crew-mate once she learns Ninjutsu, and is training with two of the most elite Ninja in the country (Shinobu and Raizo), a warrior with Adv CoC, Samurai who learned Advanced CoA and swordplay from Oden, and is more or less besties with the Shogun of the country. Her Haki has every reason to bloom to a powerful level for her age.
I'm surprised she's gotten to the point where she can escape a Headliner and damage him with a counter-attack, though; she's clearly putting the work in.
