You contradict yourself, bounty numbers are threat level if he love peace so much why would he have a higher bounty?
Answer - he doesn't love peace lol

He was happy when the Navy fodders went to seige his island for a reason.
As long there's an option to postpone he more than happy to participate in violence

Why did Mihawk even become a pirate? Was it just to hunt some fodder marines at some point in the past? He has no crew or anything really. Also, as a warlord he was somewhat reliable and didn´t seem to be using the government for a greater plan like Doffy or Croco

Hawkeye does want peace hence why he’d rather avoid a confrontation with a potential threat, a few battle ships was enough to push him out of his territory forget an Admiral.
