Theory Loki lied about Harald’s death to protect his people

Oda does plot twists like these so much it’s hard not to see it coming

The Raizo is safe thing in Zou is the best execution of it, but he does this throughout the manga

Basically I think the holy knights killed Harald. They wanted Elbaf to join the WG, Harald refused, so they killed him. Loki lied and said he killed Harald in order to protect the people of Elbaf and keep Harald’s dream alive.

Basically, due to the pride of the giants’, Loki knew that if the people knew about the truth of Harald’s death, they would declare war against the WG. Elbaf would get raided by the admirals/CDs, and Harald’s dream of a peaceful Elbaf would be dead.

Therefore in order to keep his father’s dream alive, Loki adopted the persona of the villain, directing his people’s anger toward him, thereby keeping Elbaf peaceful.

This is why Luffy trusts Loki. He knows deep down Loki is a good person. Ultimately the truth will come out and Loki will take the throne by this arc’s end.
