I think the gov. knew of the Kozuki, and probably the marine too at the time.
I don't think they knew Oden was Sakuyaki's son or even know what power did he hold or even if he was still a member of the family since he was a fugitive.

It's dumb, but even if X Drake was there, Oda seemed to want Wano to remain obscure for everyone. People didn't know Orochi had taken the throne, didn't know Oden was dead, etc.

Imho, at best they knew Oden was someone from the Wano royal family.

His Enma portrayal already puts him above Pre-ACoC Zoro and Goofy

Ray And Gaban are going to have a similar bounty, and why yall acting like those two shouldn’t be 4 Billion? These are characters Oda pushes as Legends. Unless you expect their bounties to decline to match their recent age, 4 billion should be a minimum for those two. Even Oden was seen as an absolute monster that Oda hypes regularly. These 3 getting yonko level bounties isn’t unheard of especially after Rayleigh embarrassed 3.996 billion Berry Blackbeard.

Unfortunately the same man who teased King's and Queen's bounties and then revealed them in VC. Same as Marco.

Oden wasn't quite a subordinate to Roger, he was a guest. He was a subordinate of Whitebeard indeed, but WB considered him more like a brother than a "son". That's why he didn't return to Whitebeard after going to Laugh Tale, his duty was on Wano.

I mean, Law was at the strawhats' expense for his whole route from his 440 million bounty until his 3 bil bounty and he still got much more than Zoro. Do you think that Law is that much stronger than Zoro (or Sanji, not sure which one is your favorite 😅)?
