I don't think Mihawk was scared of Luffy (or any other Emperor), he just didn't care to fight him because he's already accomplished his life goal (becoming the WSS) and becoming the PK as well is a little redundant and not worth the time to him.

I think this is as much gas for Luffy as it is gas for the SHs tbh.
Don't think it's necessarily fear for Luffy per say but rather the figure he's become and although individual might is a part of it, I think the miilitary might a Yonko possesses is the scary bit. For instance, although Linlin is defo someone you don't wanna provoke if you step on her toes you're basically gonna make the whole of Totland your enemy. Moroever the WG have already tasted the full brunt of a Yonko when they provoked Whitebeard with Ace's capture so they probably don't want to step on the same bomb again.

That said, yeah it's nice to see how far Luffy and the SHs as a whole have come ^^

EH would've been the perfect setting to show Luffy at Yonko level vs Kizaru, and the SHs, including the weakling trio, as worthy Yonko crewmates by deploying strategies and well-thought-out attacks to keep the Marines away from the island.
