I don't think Mihawk was scared of Luffy (or any other Emperor), he just didn't care to fight him because he's already accomplished his life goal (becoming the WSS) and becoming the PK as well is a little redundant and not worth the time to him.

Don’t take this as me dissing Mihawk. I don’t think he’s a afraid I just considered that a moment of respect for Luffy.
