Robin drew blood from him and managed to snap his neck.
Based on Summers and the Strawhats reaction, pointing torwards only the regeneration keeping him alive, I'd say it's pretty much set in stone that he is a Paramecia user:
Also, if he was Logia, we'd have seen him turning into his element after Robin snapped his neck, just like Aokiji did:

Something I haven't seen mentioned, really:
Bonney is on Elbaph, and her entire character focus is a orphaned child trying to reconnect with her father, who became a slave to the WG to save her life.
The Giants are currently trying to save their kidnapped children, who may die, from WG Agents attempting to make the Giants their slaves. Sommers trying to destroy the library/school is also reminiscent of the WG destroying not just Ohara, obviously, but Egghead.
Furthermore, I've yet to see anything from Sommers that indicates he can easily negate Bonney's DF.
Shamrock will be a Haki + DF Merchant, but, Gunko and Sommers haven't shown any serious Haki.
Bonney should have some serious scenes coming up, after mostly doing nothing this arc.
And, then, if Bonney gets hurt... it's Kuma time!

It's deserving 5/5 Axe Chapter 
Robin actually did something in this chapter, planning her attack even though Sommers came back later on, better than Jinbe atleast (no hate on big poppa but still I expect him to do better like stalling at least Gunko lol)
The Elbaf kids especially Ronja or Ronya in this chapter are really brave and good kids altogether, ngl Ronja making me cry a lil bit
And Gaban Delivers at the end, and even shook Sommers
Interesting part is that Sommers even said it wasn't regenerating, not like we assume it wasn't regenerating based on panel only. Either its what you guys called PoL or something or even CoC. It's a win win for Gaban either way.
