Powers & Abilities How does Sanji surpass Scopper Gaban if he never gets ACoC?

First and foremost, irregardless of the Gaban/Sanji parallel I think it ultimately depends on whether Oda views ACoC as a necessity to have at the top level for end game fights which Sanji will obviously be involved in. If the Gorosei and Imu for instance are the end game opponents for the M3 and all of the Gorosei have ACoC then Sanji will most definitely have it.
I rate ACoC as a significant powerup but it's just the peak of one branch of development in a series with a variety of abilities. For DFs for example, there is Devil Fruit awakenings (I mean can you imagine how filthy a Logia awakening would be especially with a destrutive logia like the Magu Magu no mi
).
Kaido might tell you that Haki is the way to reach the peak whereas Blackbeard would tell you that it's Devil Fruits. There's not just one set route to reach the top. I mean just take Luffy for instance even with ACoC dude has a broken god fruit on top of that lol. Luffy himself is evidence of the fact that it would be impossible to reach the top of the current era with just ACoC.
That established, I don't think Sanji necessarily needs ACoC to be a powerful top tier, just like the Admirals have broken fruits and might have awakening on top of that, Sanji could very well be on a separate development route to take him to the top. Could be his modified lineage factor and the power of love for instance.
What is certain though is that Sanji is going to reach the top irregardless of what tools he uses to get there.

You don't want him to have it coz u think it devalues the powerup not coz you think it'd be best for Sanji's development to go a unique route

What the flip does ‘weaker characters’ even mean lol. You simply don’t want characters you don’t rate to have it 💀. Sanji having ACoC is not gonna make it less valuable just like Luffy & then Zoro in that order didn’t devalue it coz Yamato or Kaido have it.

Sanji surpasses Gaban no matter what he get's or doesn't get. Fact of the matter is, there is not a single living or dead legend who didn't have COC, Sanji will be a legend, it's just that simple. His final enemy is most likely an immortal warrior god with COC, so I don't know why anyone would doubt a future legend like Sanji, who'll defeat some of the strongest villains in the story won't be among the "handful of the strongest". You can hate Sanji and you can hate Zoro, but believing that Oda isn't going to make the Wings of Luffy completely broken, if even just for the sake of wanking Luffy himself, then you don't know what you're reading.

You can also view it from the standpoint of how Oda would like to present the crew of the Pirate King/Joyboy to the rest of the world. On paper, a crew with all of the top 3 having CoC is more gas than a crew with just the top 2.
Also with regards to when he gets it, if he does, I’m of the opinion that like Luffy, Sanji’s peak would also be a transformation of sorts.

Diable Jambe (悪魔風脚 (Akuma)—> Devil/Demon Wind Leg)
Ifrit Jambe (魔神風脚 (Majin) → Devil/Demon God Wind Leg -> ‘Majin’ typically refers to a high ranking demon/devil of sorts so I reckon Ifrit is more akin to High Demon/Devil than it is Demon God)
In which case Sanji’s next power up will most likely be ??? Jambe (魔王風脚 (Maou) → Demon King Wind Leg) so it’d be fitting for him to manifest ACoC with this transformation ^^

I just don't like this idea that is spreading about Sanji being totally dependant on "science power ups" when the over 3/4 of the manga he was just a normal human being (not that now he is pretty much different, when the eyebrow is normal Sanji should be considered as a normal human without exoskeleton from what I've seen).
That said Sanji has all the qualities of getting Conqueror's Haki. If he gets it it shouldn't feel strange because he already showed how great his ambition and resolve are.
