The regular civilians aren’t exactly gonna get targeted since Imu wants to rule over Elbaph and it would also fit if Jarul knew the truth about Harald all along and used their calls to keep him company knowing that he (very likely) saved Elbaph by killing Harald and this is his way of making up for using him as scapegoat. You can’t just tell the people the truth in such a case else the entire country would have been in utter chaos.
