I don't get the whole "agenda piece" thing lol but there's like a 99% chance Zoro is stronger than Sanji, both currently and end of story. It may fluctuate but as Zoro was first to join, the second in command, and a designated fighter rather than primarily a cook, it's almost certain he has the edge in combat ability and power. Maybe Oda will subvert this just to troll everyone, who knows.

It would be plausible if it wasn't for the fact that Mihawk's era is just warming up because he is the pinnacle of Final Saga just like WB was the pinnacle of pre-TS and Kaido the pinnacle of post-TS. All roads lead to the strongest in the universe and all the past powerhouses are just his hype tools.
