No agenda, if you think Shanks and his rival Mihawk who sweats at the idea of fighting any of the Yonko or competing for the One Piece is above any of the major players here, who challenged the worlds highest authorities and genuinely shook it, you are beyond delusional

Literally the only reason Shanks could become a Yonko is that Shiki lost his crew to a plot storm, and then decided to 2v1 Garp and Sengoku, not that he even died doing that. The only reason Mihawks boss Buggy could become a Yonko is that Big Mom landed in a volcano or bombs or some shit. They spent 20 years drinking and giving up on their dreams until they met a young Luffy and Zolo.

If Teach and Shiryu don't put these celestial dragons clowns down, Aramaki promised that he would take down Shanks, and we know how Papatora feels about these Miscreant warlords of the sea going around targeting innocent people(like Mihawks best friend Crocodile, who is genuinely a terrorist who attempted to kill 1 million people. It's worth pointing out that Hawkeye trying to build him a kingdom is 100 percent going to land him a life sentence of burning in hell, and carrying around a cross isn't changing that). Or maybe they're hypetooled for the Gorosie. All that matters is that as mentor figures, they're going down, the ancient law of Shonen anime

People said the same thing about BM not having FS but Katakuri having it and well… that’s what happened.

Garp doesn’t have Geppo. Unlike Sanji he needs footholds. However, Sanjis fastest when he’s just running through the air, he doesn’t need to kick off anything as doing so stops his momentum.
