Idk. Imagine if Ouhon is credited with holding off Houmei and Gaimou, Mouten is credited with holding off Shunsuiju and Bananji, and Shin gets credit for all the stuff he did in this war.
I could honestly see Tou resigning from the Qin 6 to allow the new gen to take their seats. Tou never really sought greatness for himself, he was always more interested in lifting others up, and I could see this as the perfect retirement for him, stepping out of the way to make room for the next generation of Qin 6GG. Would be much better than Tou dying to some pissant who has no business defeating him.
Plus I think the newly absorbed Han will need someone like Tou to watch over them as like a Lord and help integrate them into Qin.

The issue is not the lack of free places, but rather whether or not they are good enough for responsibility of freely waging war.
When the system was revived there was one position left empty and another one opened after Kanki died. And yet there was no new promotions to fill the gaps. So even if Tou retires it doesn't mean Qin will want to promote new gen right away, they can keep them as "generals above generals" for another 2-3 years for them to get more accustomed to commanding large armies.
