The entire point of battleship bags is to train physical strength only we literally see Kuzan match prime Garp in punching. So therefore he's as strong as him physically. We don't see Koby making the exact same sounds as Garp and Kuzan considering he was punching the ship before his EL face change. However since we see that he can out perform old Garp who can still cave in ships, without acoc which makes it ten times harder tell anyone that Koby is that strong physically too.
Or Koby has a secret broken lineage that works too
He's a full rokushiki Master the only non cp agent to master the main six moves

Between the haki, rokushiki, and physical strength well beyond fucking pretimeskip Luffy it's clear as day Koby was holding back massively because Alvida trauma and Oda not wanting a good guy like him to beat up women who have a giant Luffy-san poster on their palace. The dude can sense and speed blitz underwater torpedos from miles away but can't sense 100 fodder with guns when plot demands it. It's plot induced stupidity happens to everyone at some point.
Oda will never let anyone will an actual fight with seastone. He would not let fucking Nami and Usopp beat page one and his sister with it but you think he'll let Smoker beat Kuzan with it? You want Smoker to have a huge asterisk next to the only win he'll get in the story that isn't against people who can't hurt him?
