Sanji has the most/the highest options among any OP characters for his upgrade path, there's no need to be fixated to "just" CoC and CoC and CoC...

There is no requirement for Conqueror's Haki, never stated anywhere in the manga you need to meet certain requirements.

This is the power to overwhelm -- The Color of The Supreme King! Most people who made a name for themselves in this world possess this power."
